A 40 page deck printed one page per sheet is 40 sheets nobody wants to carry. At 4-up it is 10, still readable, and it fits in a bag. The same applies to a proof someone is checking for layout rather than reading closely, or a set of drawings being compared side by side.
The pages are placed in reading order, left to right and then down, so the result follows the document rather than a grid filled in some other sequence.

Left to right, then down. Page one is top left, page two is to its right, and the sequence continues onto the next row.
The last sheet is partly empty. Pages are never dropped or repeated to fill a grid.
Because two portrait pages side by side fit a landscape sheet without wasting most of it. The same reasoning applies to 8-up.
