A sheet fed into a scanner the wrong way round produces a page that is readable only with a tilted head. Rotating the page writes the correct orientation into the document itself, so every viewer, printer and phone shows it upright without the reader having to turn anything.
Mixed orientation is common in documents assembled from several sources: a portrait contract with one landscape appendix, or a scanned batch where a few sheets went through rotated. Selecting a page range fixes those pages and leaves the rest untouched.

Three: 90 degrees clockwise, 180 degrees, and 270 degrees clockwise. These are the only rotations a PDF page can record, which is why other angles are refused rather than approximated.
