A header or footer carries the document's identity on every sheet: a matter reference, a version, a classification, a company name. It is what tells someone holding page seven on its own what they are looking at.
This is the plain version of the job: one line, centred, on every page. It draws in the margin rather than over the content, so nothing is obscured.

The built-in PDF fonts cover Latin alphabets and accented characters. Cyrillic, Greek and CJK would come out as black boxes, so they are refused instead.
