A single page form, a ticket, a raffle slip or a name badge is usually designed once and needed many times. Repeating the page inside the document means one print job produces the whole run, instead of asking the printer for twenty copies of a one page file and hoping the finishing works out.
The same applies to a separator sheet in a bound document, or a terms page that has to appear behind every section rather than once at the back.
