A PDF password is not a flag a viewer can be told to ignore. The document content is encrypted with AES-256 and the password derives the key, so a reader without it has ciphertext rather than a page.
This is the right protection for a document that travels: an offer sent by email, a payslip, a set of records shared over a channel you do not control. Send the password through a different channel from the file itself.
