Open a PDF and many readers put the document title in the window and the tab, not the name of the file on disk. A converted document usually inherits a title from whatever produced it, which is how a report ends up displayed as Document1 or Microsoft Word - draft.
Setting the title fixes what people actually see, and setting the author fixes who a search index and a document management system credit for it.
Clearing the properties is a tidying step before sharing a document, not a substitute for redaction. Anything visible on a page stays on the page.
